Under the Illinois Explosives Act, only licensed individuals with certified storage facilities may handle and display fireworks, overseen by the Department of Natural Resources. Consumer fireworks such as sparklers and fountains are legal only where permitted by local ordinance, and permits are required for use. Handheld items like firecrackers and bottle rockets remain illegal statewide. Violating these regulations can lead to felony charges, hefty fines, and prison time. Illinois currently licenses over 2,100 explosives users and certifies hundreds of storage sites.
