  1. Consideration of an Ordinance to Authorize Issuance of a Special Use Permit to Allow Large Scale Solar Energy System in an AG-1 Agriculture Zoned District at 280 Ember Road, Macomb, McDonough County, Illinois.
    • A copy of the updated ordinance from City Attorney Lisa Scalf is attached. Ordinance had first reading, it will be presented for second reading and final action.
  2. Other unfinished business.

  1. Consideration to Approve Proposal from Farnsworth Group for the Chandler Park Master Plan.
    • A memo from CA Coker along with a copy of the Proposal are attached. Final action is in order.
  2. Consideration to Authorize Fiscal Year 2025 DOAP Application to Illinois Department of Transportation for the Fiscal Year 2025 Downstate Operating Assistance Program.
    • A memo from Transit Director Lambert along with the application are attached. Final action is in order.
  3. Consideration to Authorize Fiscal Year 2025 Intergovernmental Agreement between the City of Macomb and McDonough & Hancock Counties Transportation System.
    • A memo from Transit Director Lambert along with a copy of the agreement are attached. Final action is in order.
  4. Consideration to Authorize Execution of Credit Purchase and Sale Agreement with Nexamp Solar.
    • This was discussed at last Monday night’s Committee of the Whole meeting. A copy of the agreement is attached. Final action is in order.
  5. Consideration to Authorize application for $250,000.00 Safe Streets for All (SS4A) Planning Grant.
    • A memo from CDC Bannon is attached. Final action is in order.
  6. Consideration to Award Contract for Grant Writing Services for Safe Streets for All Grant to Grant Scribe.
    • A memo from CDC Bannon along with the proposed agreement are attached. Final action is in order
  7. Consideration to Authorize Public Works Department permission to seek bids for the 2023 CDBG Water Main Project.
    • A memo from PW Ohrtmann along with a map are attached. Final action is in order.
  8. Consideration to Approve Amended Economic Incentive Agreement between the City of Macomb and Carrington Real Estate Investment LLC.
    • A proposed agreement is attached. Final action is in order.
  9. Consideration of an Ordinance to Adopt a Budget for the City of Macomb, McDonough County, Illinois for the Fiscal Year Commencing on May 1, 2024, and ending April 30, 2025.
    • City Attorney Scalf will present ordinance for first reading.
  10. Consideration of an Ordinance to Amend the City Fee Schedule.
