8. OLD BUSINESS
a. Approve Resolution R-25-06; Annual Financial Report for Year Ended April 30, 2024 as presented by Wipifli LLP.
9. NEW BUSINESS
a. Approve Resolution R-25-07; Authorization to issue city credit card to Mayor Brian Johnson with a credit limit of $5,000.00.
b. Approve Removing the following signers from all city banking accounts; Donald Ropp, Mickey Painter, and Debara Shady-Dahl, as their elected terms have ended.
c. Approve Resolution R-25-08; Adding Mayor Brian Johnson as a signer to all city banking accounts and reaffirm current signers to all city banking accounts; Alderman Lawrence Swemline and Alderman Amanda Stablein. Two signatures are required on all city checks.
d. Approve Resolution R-25-09; Authorizing the Mayor to execute a 5-year lease agreement (IDNR #3151) between the City of Colona and the Illinois Department of Natural Resources for the north ten (10) feet of the North Reserve lands of the Hennepin Canal Tract between 5th Street and 9th Street, commencing September 1, 2025 and ending August 31, 2030, at an annual fee of $220.00, and to authorize the Mayor to execute all documents necessary to effectuate the agreement on behalf of the City.
e. Approve changing the City Council’s regularly scheduled meeting from Monday, May 26th, 2025 to Tuesday, May 27th, 2025 in observance of the Memorial Day holiday. Regular Meeting Page 1 of 2 05/12/25
f. Approve Resolution R-25-10; Re-appropriating Rebuild Illinois Funds (previously appropriated in Resolution R-24-06) in the amount of $256,044.16 for the repair and resurface of portions of the Hennepin Canal Parkway, 5th Street, and Union Street with a total estimated cost of $326,625.92 with the overage being paid for with Motor Fuel Tax Funds.
g. Approve resolution R-25-11 appropriating $70,581.76 in Motor Fuel Tax funds to be used for Engineering design work and for the repair and resurface (construction) of the Hennepin Canal Parkway, 5th Street, and Union Street.
h. Approve Resolution R-25-12; (IDOT Section #25-00016-00-RS) for the engineering design work using Motor Fuel Tax Funds (MFT) and with construction using MFT & the City’s remaining Rebuild Illinois Funds (RBI) for the repair and resurface of portions of the Hennepin Canal Parkway, 5th Street, and Union Street with a total estimated cost of $326,625.92, previously appropriated as part of (#R-25-10 & #R-25-11), and authorize the City Clerk to execute all documents.
i. Approve Local Engineering Services Agreement (IDOT Form #BLR05530) between the City of Colona and IMEG Consultant’s Corp. for engineering design services for the repair and resurface of portions the Hennepin Canal Parkway, 5th Street, and Union Street in the amount of $21,400.00 and authorize the Mayor to execute the agreement.
j. Approve the Mayoral Appointment of Daniel McDaniel to the City of Colona Police Commission with a term expiring April 30th, 2026.
k. Approve the Mayoral Appointment of Charles Barrett to the City of Colona Police Commission with a term expiring April 30th, 2027.
10. CLOSED SESSION
a. Consideration of collective negotiation matters with the Colona Police Fraternal Order of Police concerning salary schedules and benefits under Section 5 ILCS 120/2(c)(5).
