Former Kewanee Clerk Faces Felony Theft Charges for Allegedly Writing City Checks to Herself

A former Kewanee city clerk, Rabecka Jones, 50, of Woodhull, faces felony theft charges after allegedly writing city checks to herself totaling $4,425.25. The incident dates back to March 2022 but was uncovered during a city audit in March 2024. The City of Kewanee promptly involved the Illinois State Police, who discovered multiple unauthorized transactions tied to Jones, who no longer worked there at the time of the discovery. Jones is scheduled for her first court appearance on May 19, 2025, at 9 AM. Mayor Gary Moore emphasized the city’s swift response and commitment to transparency throughout the investigation. On April 24th, the State’s Attorney’s Office formally charged Rabecka Jones with Theft of <$500 from a government entity (Class 4 Felony).

“Nobody employed by the City when the matter was discovered did anything wrong. In fact, they were quick to inform the Illinois State Police and the City Council. Out of respect for the judicial process and to avoid compromising the State of Illinois’ Investigation, the City waited until charges were filed before making an official statement,” said Kewanee Mayor Gary Moore.
