    IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Flooding may occur in poor drainage and urban areas. Extensive street flooding and flooding of creeks and rivers are possible.

    ADDITIONAL DETAILS... - Thunderstorms are expected across the watch area tonight into Sunday morning. Very high rainfall rates of 2 inches or greater in a short time are possible, which could lead to flash flooding particularly in urban areas. In addition, with the potential for repeated rounds of storms, some locations could receive 2 to 4 inches of rain with locally higher amounts possible. With saturated soils from previous rainfall, these rainfall rates and rainfall amounts will lead to an increased risk for flash flooding.

November 25
Officer was dispatched to the 700 block of NW 1 st Ave in reference to a dog bite complaint.
Officer was notified about a controlled burn going to take place in the 1000 block of North Center Ave.
Officer spoke to a subject by telephone in reference to a civil matter in the 00 block of SW 9 th Ave.
As the result of a traffic stop in the 300 block of SW 3 rd Street, Steven Mecum, 32, Galva, was arrested for driving while license revoked and operating an off highway motorcycle on a public roadway. He was released with a required court date.
Officer was dispatched to the 300 block of SW 3 rd Street for a 9-1-1 hang up complaint. The caller appeared to be suffering from a mental health crisis.
Officer was dispatched to a single vehicle accident in the 900 block of SE 2 nd Street. A vehicle was located in the ditch. It was able to drive back onto the roadway. An elderly subject had attempted to turn into a private driveway and mis-calculated the turn. No damage or injuries were reported.
Officer was dispatched to the 500 block of SW 3 rd Street for an unknown problem. A subject that appeared to be suffering from a mental health crisis, but denied needing any services.
Officer was dispatched to the east edge of town for a reckless driver complaint. Officer located the suspect vehicle but was not able to find any reason to conduct a traffic stop.
As the result of a traffic stop in the 200 block of SE 5 th Ave, Richard Sullivan, 67, Kewanee, was cited for operating a vehicle when registration revoked and having expired registration. He was released with a required court date.

November 26
Officer was dispatched to the 800 block of NW 7 th Ave for a 9-1-1 open line complaint. It was determined to be a mis dial.
Officer was dispatched to the 500 block of SE 2 nd Street for a 2 vehicle accident with damage only. A crash report was completed.
Officer was dispatched to the 700 block of NW 4 th Street for a theft complaint. The caller appeared to be suffering from a mental health crisis.
Officer was dispatched to the 100 block of Main Street for an aggressive and loose dog complaint. The owner had taken the dog inside prior to officer arrival.
Officer was dispatched to the east edge of town for a reckless driver complaint. The suspect vehicle was located, but no probable cause was found for a traffic stop.
Officer was dispatched to the 700 block of NW 4 th Street for a theft complaint. This call was unfounded.
Officer was dispatched to assist Knox Co in the 2900 block of 1900 East with a complaint involving an unknown person possibly yelling for help. Officer checked the entire area and was not able to locate anyone.

November 27
Officer was dispatched to the 100 block of SW 4 th Street for a 9-1-1 hang up complaint. Officer was not able to locate anyone needing assistance.
Officer was dispatched to a verbal domestic disturbance in the 1000 block of NW 7 th Ave.

November 28
Officer was dispatched to the 500 block of SW 3 rd Ave for a domestic disturbance. Upon arrival, several subjects denied anything had happened and they advised they were not willing to cooperate.
As the result of a traffic stop in the 900 block of SE 2 nd Street, Adam DeWolfe, 25, Kewanee, was cited for operating a vehicle when registration suspended for mandatory insurance and operating an uninsured vehicle. He was released with a required court date.
Officer was dispatched to the 200 block of SE 7 th Ave for a telephone harassment complaint.
Officer was dispatched to Route 34 near Midland Road to assist a hitchhiker. The subject was given a ride to a business in Galva to await a further ride.
Officer was dispatched to assist Henry Co with a domestic disturbance in the 500 block of East Main Street in Bishop Hill.

November 29
While patrolling, officer noticed all Galva railroad crossing arms were down and activated with no trains were present. BNSF was contacted for repairs.
Officer was dispatched to the 700 block of NW 4 th Street to assist a citizen that appeared to be suffering from a mental health crisis.
Officer was dispatched to the 200 block of SE 7 th Ave for a civil complaint.
Officer was dispatched to assist Knox Co with an activated burglar alarm just south of town. It was determined to be a false alarm.

November 30
While patrolling, officer noticed a train had stopped and was blocking all Galva crossings. BNSF was contacted and the train eventually moved along.
Officer was dispatched to the 700 block of NW 4 th Street to assist a citizen that appeared to be suffering from a mental health crisis.
While patrolling, officer saw a loose dog running in the 800 block of North Center Ave. Officer spoke to the owner in the 800 block of NE 1 st Ave and warned of the Illinois leash law.
As the result of a traffic stop in the 900 block of SE 2 nd Street, Justin Frederick, 35, Knoxville, was cited for operating a vehicle when registration suspended for mandatory insurance and operating an uninsured vehicle. He was released with a required court date.
As the result of a traffic stop in the 900 block of SE 2 nd Street, James Smith, 61, Kewanee, was cited for operating a vehicle when registration suspended for mandatory insurance. He was released with a required court date.
Officer was dispatched to a physical domestic disturbance involving a knife in the 500 block of SW 3 rd Ave. It was determined to be a child custody dispute. DCFS was contacted.
Officer, along with the fire department, were dispatched to the 300 block of Market Street for an apparent electrical fire.
During the Christmas parade, officer was dispatched to the 300 block of Front Street to remove an unwanted patron. A struggle ensued between the suspect and officer. As the result, Michael Thuline, 56, Galva, was arrested for aggravated battery to a police officer, resisting a police officer resulting in injury, two counts of resisting a police officer, and disorderly conduct. He was taken to the Henry Co Jail.
Officer was dispatched to the 200 block of SW 6 th Ave for a 9-1-1 open line complaint. It was determined to be a mis dial.

December 1
Officer was dispatched to the west edge of town to watch for a reckless driver that was reportedly heading towards Galva. Officer was not able to locate.

December 1
Sarah Spelman, 48, Chicago, was issued a citation for speeding in the 1000 block of North Center Ave.
Don Ensley, 37, Kewanee, was issued a citation for speeding in the 1000 block of North Center Ave.
Austin McCoy, 21, Kewanee, was issued a citation for speeding in the 1000 block of North Center Ave.
