REQUEST FOR PROPOSAL (RFP)
Design and Construction of Secure Communications Equipment Shelter
Issued: February 1, 2024 – Deadline for Proposals: March 11, 2024

PROJECT OVERVIEW
The Henry County Emergency Telephone System Board is seeking proposals from qualified general contractors for the construction of a secure, climate-controlled critical communications shelter, able to withstand the severe weather risks in the area. The successful contractor will be responsible for the design, construction, and installation of all components necessary for the secure and functional operation of the communications shelter. This project is subject to prevailing wage rates.

SCOPE OF WORK
1. Design and Construction
a. Design and construct a secure shelter meeting all relevant building codes and security standards, using the following specifications (or offering a comparable solution):

Exterior Dimensions: 10’0” L x 16’0” W x 10’6” H
Interior Dimensions: 9’6” L x 10’8” W x 9’1” H
Minimum Load: Floor 200 psf, roof 100 psf, walls/roof 120 mph
Door & Lock: (1) 36” x 7’0” with closer and dead bolt
Cable Ladder: (1) 18” wide cable ladder over equipment racks to cable entrance
Cable Entry: 12 port cable entry with caps
Interior Lighting: Motion detection LED lighting
Exterior Lighting: Motion detection LED security lighting
Emergency Lighting: (1) Twin bulb with battery EXIT sign located over doorway
Electrical Service: 120/240/200A 1 phase Main Panel Surge
Arrestor: (1) R56 Approved Type 1 Surge Protection Device (SPD), SAD with MOV
Main Load Center: (1) 200A Main breaker, 30 circuits
Service Outlets: 20 amp 120VAC duplex outlets, every 4’ along walls
FNE Outlets: (1) 8’ raceway mounted above equipment racks (under cable ladder). 4 circuits.
Grounding Standard: All grounding meets or exceeds Motorola’s R56 specifications Climate Control: Heat & Air Conditioning unit suitable to the buildings size and use Power Generator: Natural gas emergency power generator suitable to the buildings size and use
Automatic Transfer Switch: Automatic transfer switch to facilitate a seamless transition between utility power and emergency generator power
Security: Implement security features such as access control systems, surveillance cameras, and other measures to safeguard the communications equipment housed within the shelter.
Alarms: Door alarm, smoke detector, temperature alarms, power failure alarms, generator alarms.

2. Site Preparation
a. Clear and prepare the designated site for construction, ensuring proper grading and drainage.
b. Install any necessary utilities and connections for the shelter and generator.

2. Compliance and Permits
a. Obtain all necessary permits and approvals for construction and equipment installation.
b. Ensure compliance with local, state, and federal regulations related to building construction and generator installation, including paying employees at the State of Illinois prevailing wage rates.

PROPOSAL SUBMISSION
Qualified contractors are invited to submit their proposals by Monday, March 11, 2024, at 11:00am CDT. Proposals should be submitted by email to [email protected] and include detailed information on the contractor’s experience with similar projects, proposed project timeline, a breakdown of costs, and any relevant certifications.

EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:
– Experience and expertise.
– Compliance with project specifications and ability to meet project deadlines.
– Cost-effectiveness and transparency in pricing.
– References from previous clients with similar project requirements.
