Henry County law enforcement agencies have officially completed the switch to the STARCOM21 digital radio network, moving away from the older VHF system. This advanced technology offers enhanced security, broader signal coverage, and seamless communication with agencies across Illinois. Officials emphasize that emergency response remains uninterrupted throughout the transition, assuring citizens that public safety is not compromised. Importantly, the upgrade does not result in any increase in taxes for residents. The new system is expected to improve coordination during emergencies, giving first responders the tools needed to better serve the community with reliable, real-time communication capability. The Kewanee Police Department transitioned to STARCOM in 2023. Phase Two of the transition will include fire departments in Henry County and is expected to begin in 2026.
“As part of our commitment to enhancing public safety and protecting the integrity of our operations, law enforcement talkgroups in Henry County will be encrypted, meaning radio traffic will not be available to the public. This change enhances officer safety, protects sensitive information, and aligns with current standards for law enforcement operations across Illinois and the nation.”
The upgrade is the result of collaboration between the Henry County Emergency Telephone System Board, the Office of Emergency Management, and local police departments, including the Henry County Sheriff’s Office, Henry County Board and Administration, Annawan Police Department, Atkinson Police Department, Black Hawk College Police Department, Colona Police Department, Galva Police Department, Geneseo Police Department, Kewanee Police Department, and Woodhull Police Department.
Funding for the project was made possible through the Henry County Public Safety Sales Tax passed in 2018 and 911 Surcharge Funds, ensuring that no additional cost was placed on residents.
