Homer, Illinois, Man Sentenced to Four Years in Prison for Sexual Assault

A 25-year-old Homer, Illinois, man was sentenced to four years in prison for the sexual assault of a Woodhull woman. Timothy Hopping is charged with sexual assault, violation of an order of protection, and aggravated battery of a correctional institution employee. State’s Attorney Runty read an impact statement from one of his victims that told Timothy that he no longer has power over her heart.  She said she would no longer be a victim of his mental abuse and sexual abuse.  She said, “You will no longer live rent-free in my head.”.  She said that Timothy has victimized her for years and that she has lost many long-term relationships because of him. Mr. Hopping did not give an unsworn statement to the court or his victims.

Timothy Hopping pleaded guilty to the violation of an order of protection, and the remaining two counts were dismissed as part of the agreement (2023CF144).  Hopping was served with an emergency order of protection on March 1, 2023. That night, Hopping sent hostile messages to the protected party.  He has previous convictions for order of protection violations in Knox County. He was sentenced to three years in the Illinois Department of Corrections (IDOC), followed by four years of Mandatory Supervised Release (MSR), day-for-day credit, credit for time served, a $75 fine, and assessments.

Between October 31, 2023, and November 1, 2023, the victim arrived home to find Hopping sitting on the couch, and she told him to leave. Mr. Hopping had a knife from the kitchen.  The victim was unable to physically stop him from sexually assaulting her.  Hopping pleaded guilty to one count of criminal sexual assault by force, and the remaining counts were dismissed (2023CF337).  He was sentenced to four years in the IDOC, followed by three years of MSR, credit for 166 days served, a $75 fine, and assessments.  Hopping must serve 85% of the sentence by law and register as a sex offender upon release. This sentence is concurrent with Case 2023CF144.

On November 20, 2023, Timothy Hopping refused to remove his food tray from his cell. He fought with correctional officers when they entered his cell.  He punched a correctional officer in the head while the deputy was acting in the course of his official duties.  Hopping pleaded guilty to the aggravated battery of a peace officer, and the remaining count was dismissed (2023CF364). He was sentenced to four years in the IDOC, followed by 18 months of MSR, day-for-day credit, a $75 fine, and assessments. This sentence is concurrent with Case 2023CF144.

Timothy Hopping was originally charged with Violate Order of Protection (Class 4 Felony), Obscene Messages/Order of Protection (Class 4 Felony), Violate Order of Protection (Class A Misdemeanor) for case 2023CF144, Home Invasion/Sex Offense (Class X Felony), two counts of Criminal Sexual Assault/Force (Class 1 Felony), two counts of Violation of Order of Protection (Class 4 Felony) for case 2023CF337, and Aggravated Battery/Peace Officer (Class 2 Felony) and Resisting (Class A Misdemeanor) for case 2023CF364.
