A female juvenile reported missing from Iowa was found with two adult men in Peoria on Saturday 28, 2024, by the Peoria County Sheriff’s Office. Around 11:30 AM, the Peoria County Sheriff’s Office was notified by the Lee County Sheriff’s Office in Iowa regarding a missing 15-year-old female who was listed as an endangered runaway. The juvenile’s phone was pinging in Peoria County, according to Lee County Investigators. The suspect vehicle was a White Dodge Ram. Peoria County deputies began searching the area for the suspect vehicle, and a short time later located the vehicle, with the juvenile and two adult males, at a gas station on Lincoln Street in Peoria. The investigation determined the two males had switched license plates to evade capture by police. Both males were interviewed, arrested, and booked into the Peoria County Jail.
Shawn M. Carrell, 30, of Iowa was arrested for 2 counts of Criminal Sexual Assault, Violation of Order of Protection, and Harboring a Runaway. During the investigation, it was found Carrell had sex with the juvenile and also the juvenile had an order of protection against Carrell.
Ian J. Fifer, 19, of Iowa was arrested for Harboring a Runaway and Child Pornography. During the investigation, Peoria County investigators found pictures of a nude underage female on Fifer’s cell phone.
