PUBLIC COMMENT – Citizens wishing to address the City Council on matters germane to the
agenda of the meetings will be limited to Three (3) minutes and are asked to be brief and concise
in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will
be provided to each member of the Council and made a part of the minutes.

1. Minutes of the Macomb City Council meeting held on Monday, July 15, 2024 and the Committee of
the Whole meeting held on Monday, July 22, 2024.

UNFINISHED BUSINESS
1. Consideration of an Ordinance to Amend Sections 17-766 of the Macomb Municipal Code
Pertaining to the Curb Cuts within the Downtown Business District.
This ordinance had first reading July 15th City Attorney Scalf will present for second reading and
final action.
2. Other unfinished business.

NEW BUSINESS
1. Consideration of an Ordinance to Create a Special Event Liquor License for Prairie Hills Resource
Conservation and Development, Incorporated for the “Extending the Prairie Table” event.
A copy of the ordinance attached. City Attorney Scalf will present for first reading.

2. Consideration to Approve hiring CallaBria Putrino as the new Transit Director, Grade 31, Step 1.
Memo from CA Coker attached. Final action is in order.

3. Consideration to Authorize waiving bid process for 2024 Street Projects.
Memo from PW Director Ohrtmann attached. This was budgeted $300,000 and
discussed/recommended by Public Works Committee 7/24/2024. Final action is in order.

4. Consideration to Approve Contract with UCM in the amount of $298,365.08 for 2024 Street Projects
to include; Parkview Drive in its entirety, East Jefferson from Randolph to Dudley, and North
Edwards from Railroad to Carroll Street.

discussed/recommended by Public Works Committee 7/24/2024. Final action is in order.

5. Consideration to Authorize Overage Costs for storm damaged city trees from Bedwell in the amount
of $500/per hour at 24 hours for a total of $12,000.00.

Committee 7/24/2024. Final action is in order.

6. Consideration to Authorize NANIA Energy Advisors to solicit bids for the City of Macomb’s Solar
Energy Field for the Wastewater Treatment Plant, to be located at the new water plant site.

7/24/2024. Final action is in order.

7. Consideration to Authorize the Macomb Police Department to Advertise for Bids for replacement of
HVAC System for the Macomb Police Department.
Memo from Chief Hamer is attached. Final action is in order.

8. Consideration to Authorize an Agreement between the City of Macomb and Grantscribe in the
amount of $19,600.00.
A memo from CDD Lambert attached. Final action is in order.

9. Consideration to Authorize Acceptance of a One-Time Award of funds from Western Illinois Area
Agency on Aging (WIAAA) in the amount of $2,858.00 requiring a 15% match.

10. Consideration to Authorize an Agreement between the City of Macomb and Hy-Vee for Wellness
Program for city employees.

A memo from Finance and Human Resource Director Worley attached along with a copy of the
agreement. Final action is in order.

11. Consideration to Authorize the purchase of a new E-One Aluminum Rescue Pumper/Tanker Truck
from Banner Fire Equipment in the amount of $722,000.00 for the Macomb Fire Department.
A memo from Fire Chief Meyer attached. This was discussed/recommended by Public Safety
Committee 8/1/2024. Final action is in order.
