Kelsie A. White, age 34, of Dixon, Illinois, was arrested in the 800 block of West Fifth Street on November 4th, at 3:00 p.m., for a Failure to Appear Warrant for Lee County. White was given a new court date and released.
The charges are merely an allegation and all parties are presumed innocent until proven guilty.
