Illinois State Trooper Clay Carns Fatally Struck Near Channahon, Driver Charged with Scott’s Law Violation

The Illinois State Police are mourning the loss of 35-year-old Trooper Clay M. Carns. Trooper Carns has been with the Illinois State Police for 11 years and was struck by a vehicle while clearing debris from I-55 near Channahon on Monday night. Despite prompt medical attention at St. Joseph Hospital in Joliet, Trooper Carns succumbed to his injuries. ISP Director Brendan F. Kelly expressed deep sorrow over the loss, calling for thoughts and prayers for Carns’ family. Trooper Carns, who was 35, leaves behind his wife Meghan, two children, and his parents.

“This is a sad day for the Illinois State Police as we mourn the death of Trooper Clay M. Carns who was killed while serving the people of Illinois and working to keep our roadways safe,” said ISP Director Kelly. ​ “Please keep Trooper Carns, his family, loved ones, and his ISP family in your thoughts, prayers, and hearts during this most difficult time.”

Authorities in Illinois have charged 69-year-old John Fleet from Wilmington with violating Scott’s Law, following a tragic incident that resulted in the death of Trooper Clay M. Carns. The accident occurred on the evening of December 23, on Interstate 55 near Channahon. Trooper Carns had pulled over to clear debris from the roadway when he was hit by Fleet’s Chevrolet Silverado. Scott’s Law, designed to protect emergency workers, mandates motorists to slow down and move over for stopped emergency vehicles. The charges underscore the ongoing efforts to enforce road safety and protect those serving on the front lines.
